  • 19 Mar 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. From the outset, I want to say that the original tax law was passed with a lot of emotions and ignored several taxation principles. One of the driving factors at the time of passing the original VAT Bill was the projected Kshs10 billion revenue that was expected to come from it. The other one was that it originated from the Executive. So, from that point of view the majority in this House fell over each other to support the Bill. I would say that we failed, as a House and representatives of the people. ... view
  • 18 Mar 2014 in National Assembly: Thank you, hon. Speaker. I also want to add my voice to the debate on the Budget Policy Statement (BPS) as presented in this House and also as amended. At the same time, I want to agree with what came from my Chairman. In the speech, he spelt out both positive and negative aspects of the proposal. The subsequent speaker also pointed out some of the shortcomings of the BPS. Obviously, this amounts to the fact that, we, in the Committee, looked at this BPS and we could not include everything in what our Chairman read. My contribution will touch ... view
  • 18 Mar 2014 in National Assembly: that almost 80 per cent of new jobs came from the SMEs. I would have expected the BPS to give us more information on this particular sector. While still on the same topic, we are told that the tax base is going to be widened and the major area is going to be the informal sector. One wonders how one is going to tax it in the absence of any data or information on this sector. Maybe we are not being told everything. The absence of information with respect to this important economic growth and development sector could be construed ... view
  • 19 Feb 2014 in National Assembly: Thank you, hon. Deputy Speaker. I had completed talking about the economic empowerment this amendment will bring to the youth. I want to have a look at what it means to the status of the youth regarding their idleness, which makes them engage in crime. This amendment will give the youth alternatives of what to do because currently they are being lured into various crimes. For example, you know what happened in Mombasa the other day. We have not gone into the details and identified why they are being easily lured into crime. Part of the reason is lack of ... view
  • 12 Feb 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I also rise to support this amendment to the Public Procurement Act. When His Excellency the President talked about 30 per cent of the procurement money going to the youth, I remember my concern was that unless the law is amended very little will be achieved.
