My thoughts are that there is need to ensure that research is done to find out the lacuna in the area of law and policing, which is encouraging petty but dangerous thugs to do the heinous activities that they do. That was addressed in the principal Act. Another salient issue addressed by this amendment is territorial waters. We have had our people fighting for territorial waters, especially in Migingo Island. Kajwang’ is presenting on the Floor of this House is an important issue, and we need to address it. As I said, we want to see to it that this issue of appointing the chairperson and the CEO is aligned to what is stipulated in the mwogozo . The people of Lamu County should know that they have a representative in the House. Health is a devolved function that is salient in any county. If people are not healthy, they will not be productive. So, health should be a priority for governors. Medical equipment is paramount to service delivery of any hospital.   • 18 Feb 2020 in Senate: Mr. Speaker, Sir, this not only affects Lamu County. If you visit many counties, you will find that hospitals are in deplorable states. Therefore, there is need for governors to invest in the health of their people. A lot of money is sent to counties and so health should be a priority of any governor who is keen on ensuring that Kenyans are productive. Mr. Speaker, Sir, I support the Petition. view
