Lastly, kindly allow me a second to say that on the Bills that you have talked about, it is something commendable for the Senate to have come up with the Bills but they should not just be on the shelves. There is also need for the Senate to come out strongly with regard to what kind of system we want. It should not just be that these are the propositions to be validated. The late President Moi came up with a task force that actually recommended the setting up of the National Fund for the Disabled of Kenya. He even contributed a lot of money to this Fund. It is this fund that actually recommended the Persons with Disabilities Act, 2003 to come into place.
