  • 7 Nov 2019 in Senate: Thank you, Madam Temporary Speaker, for giving me an opportunity to add my voice to this Statement. I would like to begin by congratulating Sen. Cherargei for coming up with this Statement. When I was growing up, I remember during the English lesson, we used to have similes such as, “As sober as a judge.” From a very young age, I knew well that judges were able to do whatever they did in a very sober manner, without any form of interference. Madam Temporary Speaker, it is paradoxical. I did not know how to behave when I heard the statement ... view
  • 7 Nov 2019 in Senate: Right now in the Senate, we can defend each other. However, a time will come when we will have to stand alone, and it is the Judicial system that will come in to ensure that justice prevails. Madam Temporary Speaker, Sen. Cherargei has come up with a Statement that stands the test of time. It is a Statement that needs to be interrogated to ensure that every view
  • 7 Nov 2019 in Senate: in this country gets justice. Apart from justice, the Statement will also ensure that we defend the Constitution. In the Constitution, there are many Articles that seek to defend mwananchi. However, remember that if the Judiciary is a toothless bulldog, there is no way the Constitution will be defended. We must defend the Constitution in order to serve mwananchi, because we must be committed to serving the wananchi who have elected us to be where we are. Thank you, Madam Temporary Speaker. I beg to support this Statement. The electronic version of the Senate Hansard Report is for information purposesonly. ... view
  • 6 Nov 2019 in Senate: Thank you, Mr. Speaker, Sir, for giving me an opportunity to add my voice. I begin by congratulating the Senator for Bungoma County for coming up with this Statement. A long time ago, even when I was in school, I knew that exams were very good. During exam time, that is when it was possible for both teachers and leaners to see whether they have been able to interact. Assessment is not supposed to criminalize a student; it is supposed to make them and the teacher know whether the student has understood or interacted with the teaching or learning situations, ... view
  • 6 Nov 2019 in Senate: Mr. Speaker, Sir, I remember sometimes during exam time, students would be prayed for, before they started their exams, so that God helps them in their exams. However, now we are threatening students that we have guns. We want to see whether they are going to cheat or not. Kenyans should stop acting. The Committee on Education, where I sit, should act with speed and ensure that this practice stops. When it comes to cheating in exams, it is not a one day affair. The gunmen are supposed to be offering protection, just in case the lorries that are ferrying ... view
  • 6 Nov 2019 in Senate: Thank you, Mr. Temporary Speaker Sir, for giving me this opportunity to support this Bill. This Bill is critical and has come at the right time; a time when parents are concerned that their girl child is not completing school. • 6 Nov 2019 in Senate: I stand here to speak passionately as a mother of daughters and support this Bill. I am happy that this Bill has addressed pertinent issues. This Bill is addressing issues of expectant girls, right to education and care of a child. These are three critical issues because when a girl is expectant, she goes through a lot of stigma, pain, ridicule and is misunderstood by the society, family and her significant other. As I stand here, I wear the shoe of that girl and understand what she is going through. There is need to come up with policies that will ... view
  • 6 Nov 2019 in Senate: Mr. Temporary Speaker, Sir, this Bill comes in to avert such situations so that the girl child has a hearing in school, is not intimidated or discriminated or she is given another chance to make it in life and self-actualize in education. Mr. Temporary Speaker, Sir, as a nation, it is possible for us to ensure that the girl child does not go through terrible moments of being alone and eventually deciding that she will abort. There is need to create a mechanism of ensuring that we reassure the girl child so that she feels that even though she fell ... view

  • 6 Nov 2019 in Senate: Mr. Temporary Speaker, Sir, although the Bill is good, I want to ask Sen. Kwamboka to revisit Clause 10 (3), (4) and (5). In fact, this part should be deleted. I am saying so because one of the items says that a child shall not be compelled to undergo medical examination where she refuses to undergo the examination. A child is not autonomous. A child is a child. You cannot say that the child has refused to go through medical examination. In the same Bill, it states clearly that where a teacher suspects that a child is pregnant, the teacher ... view
