It is ironical when all these are aware that the child is pregnant and the parent is not aware. It is the irony of ironies. I am asking Sen. Kwamboka to delete these three sub-clauses. There is no way we can mould a child if the parent is not in the know and everything is a secret. Clause 12(2), says that parents should not be informed. make sure we do not separate these girls from their families so that they do not become social misfits later on in the society. Mr. Temporary Speaker, Sir, I support this Bill, but with those amendments I have proposed. This is because we cannot separate those girls from their families. Thank you, Mr. Speaker, Sir. I want to laud Sen. Cherargei for seeking this very important Statement. It should not be taken for granted. The NTSA is supposed to work for Kenyans and make our roads safe. There are quite a number of people who lose their lives on our roads. There is a reason as to why the Government requires speed governors to be fitted in matatus and other vehicles. We all know speed governors slow down running of an engine.

Mr. Speaker, Sir, thank you for protecting me. When a vehicle is at a very high speed, it can be difficult to control it. As I said, speed governors slow down the running of an engine. High speed is one of the causes of accidents on our roads. However, there are other causes and we need to investigate them and make our roads safe. So, NTSA must serve Kenyans. The fact that they really burnt their midnight oil and left very late means that they were looking at the information that they had on the desk with a hawk eye because they did not want to miss out on anything. The issue of misappropriation of funds is a big offence. When we are talking of misappropriation of funds, it warrants an impeachment, but is there evidence to impeach? This Senate does not just work on hearsay, or allegations, it is a House of reason where we must have authentic information.

It is also an eye opener to county assembly members, when they are bringing issues of Governors to the Senate, they must have verifiable information, valid reasons as to why they are bringing governors before the Senate because we must have information that is authentic and stands the test of time.
