(Prof.) Kamar for coming up with this important Motion that addresses devolution. As Senate, we are mandated to protect the country and the interests of counties.   • 19 Sep 2018 in Senate: Madam Temporary Speaker, I would want to really thank you. This Motion is very pertinent especially with regard to people of this country because this is a core mandate. When you look at Article 96 of the Constitution, it states clearly that we represent the counties and the interest of their governments. It is a Motion that we must be really keen about because we want devolution to work for the people of this country.
