  • 4 Jul 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to also add my voice to the Statement that Sen. Dullo has brought to the Floor of the House. Mr. Deputy Speaker, Sir, this statement, just like the issue of security, is important. If people are insecure, we do not expect even the nation to be secure. Security is a constitutional right under Article 43, which speaks of economic and social rights. In fact, Article 43(e) states clearly that security is as social right while Article 43(f) also categorises education as a right. Mr. Deputy Speaker, Sir, the Senator ... view

  • 3 Jul 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir, for giving me an opportunity to add my voice to this important Bill. First, public participation is an integral part in leadership. We cannot avoid public participation because it is the centre that holds the leaders and their constituents. The Bill is coming at the right time when we have been told many times and even when the President talked about commitment to serve and therefore public participation comes in. When we went to Kakamega to meet the governors, the core issue was that Senators work with governors for the purposes of helping the ... view
  • 21 Jun 2018 in Senate: Thank you, Mr. Speaker, Sir, for giving me an opportunity to join you in welcoming the students from Makueni County, who have come to be in this House. Mr. Speaker, Sir, the teachers and students from the school have done a commendable job. The teachers’ work is not in vain; the fact that they have planted a seed and have decided to bring their students here, the students are going to watch us and see how we are going to debate national issues. Given that they will become future leaders, this is a plus for this nation, because they are ... view
  • 21 Jun 2018 in Senate: Mr. Speaker, Sir, I beg to give Notice of the following Motion- AWARE that Article 43 (f) of the Constitution stipulates that every person has a right to education; FURTHER AWARE that Kenya is among the State Parties that ratified the United Nations Convention on the Rights of Persons with Disabilities in which the parties undertook to ensure that persons with disabilities are not excluded from the general education system and that the education of persons, in particular children, who are blind, deaf or deaf-blind, is delivered in the most appropriate languages and modes and means of communication for the ... view
  • 21 Jun 2018 in Senate: Thank you, Mr. Speaker, Sir, for giving me this opportunity to add my voice. I congratulate Sen. Khaniri for coming up with this Statement. We realise that it is even very clear in Article 43 (1) (a) of our Constitution that everyone has a right to the highest attainable standards of healthcare. Health is very important because it has to do with improving the lives of people. You also realise that in the Big Four Agenda, health comes out conspicuously. A healthy nation is a productive nation. Management of the health sector and resources is important because once we manage ... view

  • 20 Jun 2018 in Senate: Thank you, Madam Temporary Speaker. I stand to add my voice to this noble Motion. The Motion is timely. It is time we said that devolution is not a baby anymore; it is now a grown-up child. It is a tool that we can use to reach out to the people. Having Senate meetings in different counties in the Republic is backed by the Constitution. Article one of the Constitution states clearly that all sovereign power belongs to the people of Kenya. When we take our sittings to the people, we will be affirming that power belongs to the people. ... view
  • 19 Jun 2018 in Senate: Mr. Speaker, Sir, thank you for giving me this opportunity to join you in condoling the family of Sen. Ben Oluoch Okello. On behalf of my family and persons with disabilities in this nation, I say sorry to the family and friends of Sen. Okello. I also pass my condolences to the people of entire Migori County for losing a person who had a passion to serve them. He had a vision for them. It is sad that the cruel hand of death had to take a toll on him at this particular time when he had a vision for ... view
  • 7 Jun 2018 in Senate: Thank you, Madam Temporary Speaker, for giving me this opportunity to raise a few issues on Sen. Khaniri’s Statement. I am humbled. First, I commend Sen. Khaniri for persistently talking about this issue and being keen about serving the people of Vihiga County. By the way, the people of Vihiga County should know that they have strong representation in this House. Sen. Khaniri talked about the Lunyerere Road in the last Parliament and nothing was done. However, he is still insisting on it until something is done. He is doing something that is commendable and, therefore, the Government needs to ... view
