  • 31 May 2006 in National Assembly: Mr. Deputy Speaker, Sir, I want to thank the whole House for what it has done. I wish to state as follows: Whatever law that people make, it does not matter how heavey the penalty awarded is. Penalising people for any action is not the answer. We expect those who are May 31, 2006 PARLIAMENTARY DEBATES 1111 going to implement this Bill to be more responsible. This law has a lot of loopholes for people to destroy one another. Mr. Deputy Speaker, Sir, if we want rape incidences to be minimised, we need to give free education to all the ... view
  • 3 May 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to move the following Motion:- THAT, noting with concern the misappropriation of funds and the endemic corruption that has pervaded both the public and the private sector; in view of the commitment of the Government to curb this vice; and considering that a number of agencies have been put in place to investigate and collate evidence on the rampant misuse of public resources; this House resolves to establish a Select Committee to report on the performance and output of the anti-corruption institutions and make such recommendations as will be necessary to facilitate zero ... view
  • 3 May 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, let Parliament decide what kind of power those people require to discharge their duties. Unless all the bodies dealing with corruption are streamlined and given what they require--- In that case, we have no quarrel with the Minister herself. She is a new Minister in that Ministry. She was not in charge when the Kenya Anti-Corruption Commission (KACC) was commissioned. But we expect her to listen to our voices. We should be given authority by this House to have a Committee. This Parliament will assist her to perform her duties in that Ministry. Time has ... view
  • 3 May 2006 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the hon. Member to insinuate that hon. Members are organising committees so that they can earn more money? view
  • 26 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, I beg to give notice of the following Motion:- THAT, noting with concern the plight of scores of Kenyans who are landless across the country and whose earnings are barely enough to sustain them, noting further that there is no clear land use policy, and aware that thousands of hectares of land belonging to the Government or private individuals lie idle; this House do grant leave to introduce a Bill entitled The Squatters Settlement Scheme Bill for purposes of settling all genuine squatters in the country. • 26 Apr 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The issue of Ministers failing to attend the House to answer Questions was repeatedly raised with the Chair during the last Session. If you look at the HANSARD, you will see that the Chair has given this warning before. Am I in order to ask whether, as a deterrent measure, the House can adjourn due that particular reason, so that the Government will see the seriousness of the absence of Ministers from the House? 668 PARLIAMENTARY DEBATES April 26, 2006 view
  • 6 Apr 2006 in National Assembly: Mr. Speaker, Sir, I beg to give notice of the followingy Motion:- THAT, noting with the concern misappropriation of funds and the endemic corruption that has pervaded both the public and the private sectors; in view of the commitment of the Government to curb this vice; and, considering that a number of agencies have been put in place to investigate and collate evidence on the blatant misuse of public resources; this House resolves to establish a Select Committee to report on the performance and output of the anti-corruption institutions and make such recommendations as would be necessary to facilitate zero-tolerance ... view
  • 5 Apr 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also wish to join my colleagues in supporting the Motion. Mr. Temporary Deputy Speaker, Sir, the President's Speech was very encouraging. It captured the economic situation of the country. It shows we are moving from zero growth rate to somewhere. My only concern is whether the economic growth that has been reported is properly distributed. I am aware that some parts of the country can record high economic growth while others are going down. The important thing here is not to pronounce the achievements without April 5, 2006 PARLIAMENTARY DEBATES 355 giving exactly how ... view
