  • 30 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also wish to support this Motion so long as the CDF is factored in the Supplementary Estimates. At the moment, I will not support it if this is not done, because this is the money which has made a lot of difference in the lives of the people of Kenya. The CDF has made much more difference in the lives of the majority of the people of this country than any other devolved fund from any other Government department or Ministry. While I commend the Minister for running a very sound micro-management system of ... view

  • 30 Mar 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. This is part of the incitement we are hearing from the people in the Government. If there is anybody who is celebrating, then he must name them here because it is not only immoral but it is inhuman. view
  • 23 Mar 2011 in National Assembly: Mr. Speaker, Sir, the concern of many Kenyans today is the prices of basic food commodities, particularly the ones which our people are feeding their families on like bread, flour, and Sukuma Wiki . These commodities are becoming totally unaffordable to our local people. The most crucial commodity is kerosene. Could the Prime Minister consider removing Government taxes on kerosene so that people are able to cook food for their families? view
  • 1 Mar 2011 in National Assembly: Mr. Deputy Speaker, Sir, you can hear from the Assistant Minister that they are micro-managing this particular water provider. Indeed, in Kilgoris Town, we have had water shortage for the last two months. This is because of a power bill, which I am glad the Ministry has paid and also due to the breakdown of water pumps. The Ministry spent Kshs2 million to fix that problem. I sincerely thank him. They are not able to provide water because they have no chemicals. The Water Officer asks to be allowed to use the money to buy chemicals so that schools can ... view
  • 1 Mar 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I have just said that Kilgoris has lacked water for two months. The company has not been providing that water. Could he order them to provide chemicals or he provides the chemicals himself? I am asking him as the representative of the people. Let him give us the chemical himself. Otherwise, he should ask them to provide the chemicals today. view
  • 22 Feb 2011 in National Assembly: Mr. Speaker, Sir, there are a lot of incidences like these all over the country. For example, in Kibera, the Nubi Community has lived there since 19th Century and they still do not own the land. They had to go to court to try and enforce their rights. The other week, there was an issue of a family in Mombasa which found that their title deed had been issued by the Government or whoever. Could the Assistant Minister, therefore, assure Kenyans that those Kenyans, like Mr. Makau, have a place to redress their issues so that they do not suffer, ... view
  • 15 Feb 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Ministry of Roads has not allocated any money for Class C roads in my constituency. After the rains, farmers are unable to transport their produce to the market. In fact, the public is unable to use the Class C roads. Could the Minister visit my constituency and see for himself the pathetic state of the roads? He should allocate some emergency money to repair the roads. The people are suffering because of the Ministry’s failure to provide money to repair the roads. view
  • 15 Feb 2011 in National Assembly: Mr. Temporary Speaker, Sir, the Questioner’s district is similar to mine. It is part of Kenya. I am only asking the Minister that when considering the Member’s Question, he also include other parts of the country like my constituency where there is a lot of problems, worse than in the Questioner’s area. view
  • 18 Jan 2011 in National Assembly: Mr. Speaker, Sir, a number of officers were retired prematurely. When I retired from the Military, I stated that I was going to join politics. Now, we are being told here that the Member who asked the question can go and ask them. Surely, how could officers be retired forcefully if was not meant to conceal corruption which is going on in the base and protect those who are involved in corruption? So is the Minister in order to mislead this House? view
