  • 18 Jan 2011 in National Assembly: Mr. Speaker, Sir, why were the officers allowed to retire without following the due process yet under military law, these officers were supposed to actually be court martialled? They should not be forced out of the Military and continue getting pension out of the public coffers yet they are facing corruption cases. view
  • 18 Jan 2011 in National Assembly: Mr. Speaker, Sir, while I cannot presume what your decision will be, I request that as you make your judgment that the Committee may continue, let us look at the interest of the officers who are likely to lose their jobs because of what I had indicated earlier; that there is a problem, so that the Committee or any other authority can handle these things speedily so that the officers can go back to work. view
  • 22 Dec 2010 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I stand to support this amendment. In so doing, I know very well that none of the Members who are here has any adverse report or problem in terms of their integrity or capability. Here, we are dealing with the issue of fairness. Before the new Constitution came into effect, the entire Rift Valley had 10 million people. When you have 10 million people who cannot be represented in the making of the constitution, I think it is unfair. We have no issue with Dr. Florence Omosa. No, she is a Kenyan, she can ... view
  • 22 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I am seconding Kapondi’s Motion to delete the name of Dr. Florence Omosa. I support it because we want due representation of the Rift Valley. As I said, it is only fair so that 10 million Kenyans can also get representation in the Committee on Implementation of the Constitution. view
  • 16 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, the clarification I would like to seek from the Prime Minister is as follows. We have had a constitutional review process in this country, and the new Constitution was promulgated on 27th August, 2010. This process will end by the year 2015, when the enabling Acts will have been enacted by this House to operationalise the new Constitution of Kenya. Therefore, to meet that threshold, this country requires proper governance. Secondly, we have the ICC process, which is supposed to handle a certain situation and manage the problems we have had because of the election that ... view
  • 16 Dec 2010 in National Assembly: Yes, Mr. Deputy Speaker, Sir, but I think I want to clear something here. view
  • 16 Dec 2010 in National Assembly: Yes, I voted for The Hague because we did not expect the process here--- I voted for The Hague because we believed that even our judicial process could not handle the problem. I am not talking about the withdrawal of the Hague process but postponement of the Hague process until 2015when our laws will be in order so that they can come and see whether they need to take anybody or not. view
  • 15 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, looking at the list, there is not a single employee from the counties of Narok, Kajiado, Kuria and Samburu. Could I ask the Assistant Minister to stop any further recruitment at the Kenya Revenue Authority (KRA) until he comes up with the necessary policy, bring it to this House and see whether it is in accordance with the new Constitution? That is actually marginalization. view
  • 1 Dec 2010 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Roads the following Question by Private Notice. (a) Why have Class C roads in Kilgoris Constituency not been allocated sufficient funds for maintenance and repair for the past 3 years? (b) When will the Ministry repair Kilgoris-Logorian Road (C17), Logorian – Mara Bridge (C13) and Abosi – Angaga (C14) which are currently in a deplorable state? (c) Could the Ministry provide emergency funds to repair the said roads considering the fact that all tour operators have stopped using the said road resulting in economic and financial loss to the local ... view
  • 1 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I find the answer by the Assistant Minister to be very unsatisfactory and for many reasons. I did not ask the Assistant Minister to tell me what the priority in the whole country is. I am talking about roads in Trans Mara which is an economic hub in this country. The roads in that area are totally neglected. The Assistant Minister has said that he has already procured contractors for January, 2011. This is a high season for tourism and yet tourists are unable to visit western parts of Kenya or Tanzania because of the impassable ... view
