Mr. Deputy Speaker, Sir, could the Assistant Minister consider allocating sufficient money, for example, a minimum of Kshs30 million for the reconstruction of these roads which are now impassable after being destroyed by the rains?

Mr. Deputy Speaker, Sir, my concern is that the Assistant Minister is not really helping us in this particular Question. You can see in the newspapers that people are demonstrating. They are blocking the roads because the roads are useless; they are impassable. The issue here is that we talk about construction work,

Thank you, Mr. Deputy Speaker, Sir. I would like the PM to clarify the following or to decide otherwise; Kenyan territorial waters is more than 368 nautical miles which means we need enough security to cover all these waters other than, of course, the fact that we can work with our friends. Warfare in the world has changed. We are no more in the traditional warfare. It is now given that we need humans and, therefore, new systems. Mr. Temporary Deputy Speaker, Sir, I beg to second this Motion. Mr. Speaker, Sir, one issue I would like the Assistant Minister to address is Gazette Notice No.751 of 1963 which set aside the land in question to be utilized by the Director of Veterinary Services. I believe this Gazette Notice has not been revoked. Could he confirm, therefore, whether it has been revoked? If it has not been revoked, it means the people are there illegally. They acquired public property illegally. So far, the people who have been arrested and are languishing in remand unable to raise a bail of Kshs500,000 are a student of the university and two workers. ...

Mr. Speaker, Sir, thank you for that clarification. In fact, I was going to ask the Chair to allow this matter to go to the relevant Committee of the House because there is more than meets the eye. The Committee should carry out investigations so that we can do justice to this problem and the club and other Government agencies can utilize the land.
