Mr. Temporary Deputy Speaker, Sir, I must voice two things: One is on Article 28. We should not have talked of charging somebody but rather conviction. So I am surprised why a senior counsel should avoid something like this because you are innocent until proven guilty.

I want to put it on record that anybody who has been working anywhere for five years has no experience to do what we are expecting him to do here; it should be ten years. Mr. Deputy Speaker, Sir, while I also thank the Prime Minister for the answer and the good plan that the Government has for the traffic flow in the country--- One wonders what the Government thinks about, particularly in cases where a lot of fuel is consumed by stationary vehicles because of traffic jams. The Prime Minister is someone who is well-travelled and, therefore, he can see the best practices all over the world. Mr. Speaker, Sir, we live in an area where there is generally cattle rustling. There has been an insurgence of this problem for the last one month. Almost every week, cattle rustlers from Tanzania, including some of their brothers from the Kuria Community in Kenya, come and raid our people. Some of them have been killed. My people have been alert and no cattle has been stolen from my constituency. The Minister should put a General Service Unit camp between the two tribes of Kuria and Maasai because that is the route of all these problems from Nyanza and Trans-Mara. ...

Thank you, Mr. Deputy Speaker, Sir. Some of these service boards are very corrupt entities and the people are being ripped off because of the operations. In our own region, South Nyanza, Trans-Mara, Kuria and even Kisii, the water company that is collecting revenue from water is Mukutura (??) but it is not servicing or repairing those pipes or even adding more water. Kilgoris Town, which has a population of over 30,000 people gets water maybe once or twice a week after we have repaired those pipes using CDF money. Thank you, Madam Temporary Deputy Speaker. I also rise to support this Motion and commend the Deputy Prime Minister and Minister for Finance and his team for a sterling job. I think they have made Kenya proud. While I like to talk about the marginalized areas because they were left behind for many years, I believe that the new Constitution will take care of this. Mr. Speaker, Sir, could I ask the Assistant Minister to consider handling this situation in a different way? When these people are being released or pardoned by the President as it normally happens, they are taken to areas closer to their homes for a period of a month or so, to be inducted into the society, so that people can understand their behaviour and know who they are.
