Mr. Deputy Speaker, Sir, we are talking about performance here. We have performance contracting in the Government. Probably, some public officers are failing very badly. Justice Ringera said that he sent 800 criminal files to the Attorney-General for prosecution and the latter refused to prosecute anybody or do anything about those files. So, who is the problem? Is it the Attorney-General or Justice Ringera? We have a problem of an Attorney-General who is like an absentee landlord. He only rushes to Kenya when there is a crisis to mislead the President. He has misled the President and allowed him to endorse somebody when this House has passed a law to ensure proper appointment of Government officials.

Mr. Deputy Speaker, Sir, the most important issue as far as I am concerned is the Mau issue and not Justice Ringeraâs . The Prime Minister tabled a document in this House to discuss the issue of Mau Forest because our people have no water. We want to go and see them because they have no water. Mr. Speaker, Sir, when I was the Minister for Immigration and Registration of Persons, I escorted the first repatriation of the Sudanese back to their country. I was met by their Vice-President, Salva Kiir. I informed him that I would shortly embark on the construction of an immigration facility in Nadapal to train the Sudanese, so that we can manage the movement of human beings between our two nations. Could the Minister confirm that, indeed, the Minister for Immigration and Registration of Persons can go on and construct the immigration facility?
