Madam Temporary Deputy Chairlady, we are talking about tenders and then shares. Why do we not separate the issue of tenders and have another clause to deal with shares? Otherwise, I will recommend that we go by what Maj-Gen. Nkaisserry said, if we cannot separate.

They should be taped and followed electronically. But if it is the ordinary citizens of Kenya, they should not. If you want to tap a citizen of Kenya, you must go to court and get a warrant. I stand to support the report of this Committee, because we have an urgent need to get this Commission working, so that they can address the issues relating to historical injustices and other vices which have caused a lot of suffering to Kenyans. When you look at the corruption that has been going on at the lands offices all over the country, there are many people who are suffering because they lost land due to those acts. Thank you, Mr. Speaker, Sir. The programme is very discriminative because there are many people who deserve this allocation and are suffering but are not benefiting. Could the Assistant Minister consider getting data from all the constituencies in the country of people who qualify so that he eliminates them based on the poverty index? Maybe this Parliament can consider getting enough money to help the Kenyans who are suffering at the moment.

On a point of order, Mr. Deputy Speaker, Sir. This Motion is not practical. We are supposed to give the Commission three months from the 4th of May which has already expired and so I do not understand how we will give them three months yet the time they require has already passed.

Madam Temporary Deputy Speaker, I would have opposed this Motion but because of the suffering of Kenyans particularly those who lost their lives, parents and even children who are in the streets because of political torture and past injustices, it would be prudent for this House to allow the Commission an extension so that Kenyans who have suffered so much can be able to get reparation and compensation for the suffering they have gone through.
