  • 9 Feb 2022 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Thank you for this opportunity. I rise to support this Bill that has been brought by Hon. Martin Owino. The Constitution of Kenya, 2010 provides for healthcare as a right for all Kenyans. Kenyans should not be denied that right for lack of doctors. Therefore, this Bill has come at the right time to support that provision of the Constitution of Kenya, 2010 on health care. Healthcare is very costly.   • 9 Feb 2022 in National Assembly: about. If UHC is achieved and we also pass this Bill, then a lot of issues in healthcare will be sorted out. As you know, all professionals world over are regulated, starting with doctors, dentists, nurses, pharmacists, lawyers, engineers and architects. They are all regulated. So, why on earth were community health workers discriminated against? The Constitution does not allow discrimination. Why were they left out when all these other professionals were being regulated? I support this treaty between Kenya and Botswana. I congratulate my Chairman, Pkosing, who is very able and energetic. Indeed, if we were in the days when cabinet secretaries came from Parliament, Hon. Pkosing would be a candidate for that position because he has proved to run the departments in the infrastructure sector. view

I used to do business in Botswana between 2000 and 2009 and I used to fly directly from Nairobi to Gaborone with KQ, but this was lost along the way. Therefore, I want to support this move because opening the routes to those destinations creates business and reduces the cost of flights and the cost of time because of connections. I am aware that there have been all these cash transfers to the elderly, but I can assure you that that process, including even cash transfers to the disabled, orphans and the widowed, has not been managed effectively. Speaker, I was in that meeting and we made a resolution on the first day that we condense the programme, so that we cover it in one day. Because of condensing the programme, the Hon. Member wanted to raise some issues, but he was out of time. The Chairperson said that they will be discussed at another time. Therefore, in my view, there was nothing in contempt. Even in this Chamber, we continuously drink water. Water is consumed by human beings, vegetation and animals. Seventy-one per cent of the world is covered with water yet we still experience drought in many areas in Kenya. We experience hunger and famine. Where I come from, women and children still go to fetch water many kilometres away from their homesteads.
