  • 13 Dec 2017 in National Assembly: Hon. Speaker, I rise to oppose this Bill. The reason is because this building surveyor is an ambiguous person. I do not have an idea of who this person is. I speak as an architect in the building industry. The players in the building industry are known. This Bill may be introducing quacks in the construction industry. We know the players in the construction building industry are architects, engineers, quantity surveyors, land surveyors and valuers but I have no idea who this building surveyor is. Looking at the definitions in this Bill, it is not defined who the building surveyor ... view
  • 13 Dec 2017 in National Assembly: Clause 22 of this Bill talks about application for registration being made to the board. Clause 30 talks about the financial year of the board. Even the drafters of this Bill did not know what they were talking about. It is completely confusing. Clause 21 which talks about conditions and qualifications is where you are supposed to find out who this guy is. It is not even said who he is. I strongly oppose this Bill. It needs to be taken back to the drafters so that they can tell us who this Bill belongs to so that we can ... view
  • 5 Dec 2017 in National Assembly: Hon. Speaker, I am not ready for that Bill. I wanted to contribute to the previous ones. view
  • 30 Nov 2017 in National Assembly: Thank you Hon. Temporary Deputy Speaker. I rise to support this Bill. Before I do so, because I love life and I feel hurt when we lose lives, allow me to take this opportunity to send a message of condolences to the families who have lost their loved ones during the electioneering period, especially during the demonstrations of NASA. We must appreciate life irrespective of which part of the political divide we come from. I urge the Government to be humane sometimes and uphold the Constitution. When people demonstrate, every person, even those who have not gone to school, know ... view
  • 30 Nov 2017 in National Assembly: This Bill is very important to Kenyans because we keep losing lives every day and properties are left with nobody to take care of them. I support this Bill especially Clause 16 which compels the trustee to produce any document that he has and he can obtain it without any hustle. Similarly, allow me to commend those who propose to amend the Act because it now makes it very easy for people to administer properties of the deceased. I faced this problem when I bought land from somebody and before the transaction was completed, the person who was selling the ... view
  • 8 Nov 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Motion on Sessional Paper No.7 on the Mining and Minerals Policy. Where I come from, Mwingi Central Constituency, ever since I was born, I have been hearing that our land is full of coal underneath and looking at the way the years are moving, I may die before that coal is mined. That is why I rise to support this Sessional Paper. Similarly, there has been a lot of sand harvesting in my constituency. A lot of the sand that is used to build high rise buildings in Nairobi ... view
  • 8 Nov 2017 in National Assembly: supposed to be relocated so that, that coal can be mined. I envisage many years to come that that will be a hole. I wonder how that will be taken care of. Even the issue of relocating people is not very easy. Relocating people from their ancestral homes to another place and leaving their graves, homes, ancestral land, schools and shopping centres is not very easy. So, this is something that needs to be properly taken care of. When I was campaigning, one of the reasons why I managed to get a lot of votes from that area is because ... view
  • 8 Nov 2017 in National Assembly: There is also need for compensation. When you mine minerals in a certain area you need to compensate people. Finally, because I know time is running out, factories for processing that mineral should be built in the area where the mineral is being mined. This is because I hear the factory for that coal from my constituency is somewhere in Coast. So, coal will be mined in my constituency and transported to coast. So, factories must be constructed where the mineral is being mined. Therefore, I support. view
  • 7 Nov 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to empathise with the Kenyans who lost their animals. As we all know, livestock is life in our Kenyan culture. It is the centre of our hearts. We wake up with domestic animals, sleep with them and even take care of them during the day while grazing them. Therefore, loss of even one cow is a very serious business in our villages. Livestock gives us food, milk, manure and money to pay school fees and feed our families. It is a driver of our economy. Losing over 300 cows is not a ... view
