  • 20 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Tax Laws (Amendment) Bill, 2018 for the same reason that my colleague who has just spoken has said that this is intended to raise more money for Government. I support tax on winnings from betting and gaming to 20 per cent because this is going to shift the burden from betting companies to punters. This is going to deter idlers who are engaging in betting, especially our children and vulnerable members of our community. I would like to join hands with my colleagues who have just said that the ... view
  • 20 Jun 2018 in National Assembly: alternative solution to earn their living. Therefore, I stand with those boys who are there at the gate so that their issues can be properly addressed. The tax incentive on home ownership is good. Owning a house in Kenya is a dream to everybody, including us who sit here in Parliament. It is not very easy to own a house. Therefore, this attempt to increase incentives of owning a house in Kenya is much welcome, especially the exemption of stamp duty for first home owners. I support it wholesale. The Value Added Tax Act, 2013 which intends to move some ... view
  • 13 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I rise to support this allocation. However, I witness a lot of problems in the villages within my constituency with regard to the elderly. Many of them are not getting the stipends. I would urge the Department to look at a possibility of even incorporating Members of Parliament into their committees so that we can help by giving them the names of those old people in the villages. This will allow the elderly to benefit from those allocations. I also want to echo what my colleagues have said on delays of the issuance of ... view
  • 6 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Allow me to first congratulate the Committee for a job well done because after looking at the Budget, I have seen it is in tune with the Government’s fiscal policy, especially the Big Four Agenda. I agree with the Committee more specifically on the allocation of Kshs30 million for the rehabilitation of all the roads in every constituency. This is laudable because it will go to our constituencies and will benefit our people locally. But I disagree with the Committee on the method they used on public hearings. Article 221(5) of the Constitution is ... view
  • 6 Jun 2018 in National Assembly: That road has never been completed. I do not see enough allocation for that road. It should be completed in this financial. It should not stop at Migwani; it should continue up to Bondoni. We lack water. We lack food. We lack employment. Therefore, this Budget should focus on those issues. In order to implement this Budget, the Executive must be at the forefront in fighting corruption. I want to commend His Excellency President Uhuru Kenya for coming out very strongly in the fight against corruption. He will be remembered for ever if he continues like that. I want to ... view
