Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the Bill be amended by deleting clause 16. There was an attempt to create a transitional mechanism, which we have agreed is not necessary in the circumstances. We would like this to come into effect immediately.

One of the worries that we have found in this House is that sometimes when we create timelines, sometimes very tight ones, we lack the resources or the ability to comply with them and we can bring the law into disrepute.
