  • 17 May 2012 in National Assembly: Mr. Deputy Speaker, Sir, as you are aware, the right to petition Parliament is now entrenched in our new Constitution which in Article 119 provides that every person has a right to petition Parliament to consider any matter within its authority, including to enact, amend or repeal any legislation. Pursuant to Standing Order No.202, I, on behalf of the National Peace Policy Advocacy Network, the National Youth Sector Alliance, Picha Mtaani Initiative, Yes Kenya and Power 254 present this petition which is signed by more than 10,000 Kenyan citizens. The subject matter of the petition is calling for the adoption ... view
  • 17 May 2012 in National Assembly: Mr. Deputy Speaker, Sir, as I have indicated, the Petition is signed by more than 10,000 Kenyans. Its initiative is contained in the original National Accord where the two Principals agreed in writing to spearhead peace initiative campaigns throughout the country. These Kenyans are concerned that there has been total failure on the part of the Government to realize this objective has come under this provision of the Constitution and are pleased to present this petition to Parliament, which I do now present. view
  • 17 May 2012 in National Assembly: Mr. Deputy Speaker, Sir, it should go to the Ministry of State for Provincial Administration and Internal Security. It is the Committee on Defence and Foreign Relations. view
  • 16 May 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. You have heard the hon. Member give specific details of not only the person who was attacked but the ownership of the vehicle and where the patient was taken. Indeed, I know as a matter of fact that this particular Kenyan was taken to Isiolo, then Meru Hospital and is currently at Nairobi West Hospital. Why does he need an OB entry when he is being told even from the Floor of the House that this happened? What steps will he take now that he has been informed because this ... view
  • 16 May 2012 in National Assembly: Mr. Deputy Speaker, Sir, clearly, from the answer given by the Assistant Minister, it is quite obvious that a number of Government departments and Government Ministries, particularly the Office of the President, have no respect for the constitutional requirement as not only to gender, but as to other considerations that are set out in it, particularly the requirement that the youth be facilitated to take positions in public office. Given that this Ministry has clearly shown by conduct in and outside the House that they are not quite ready to respect constitutional provisions, would I be in order to request ... view
  • 16 May 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the Assistant Minister to deliberately undermine the very specific language of the Constitution and in this regard Article 55? I will read it to him. It states thus: “The State shall take measures including affirmative action programmes to ensure that the youth have access to relevant education and training, have opportunities to associate, be represented and participate in political, social, economic and other spheres of life---“ This is the provision in the Constitution. Is it in order for him to rely on a practice that is ... view
  • 16 May 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Given that the Ministers depend entirely on civil servants who serve in their offices for answers, what measures is he going to take to ensure that the information that he is going to take once we give him this time to go back will be sufficient given that this is not the first time? Every Thursday when the Leader of Government Business stands up in this House to give Government legislative programme for the coming week, this side of the House is always rising to remind the Government that they ... view
  • 16 May 2012 in National Assembly: Mr. Deputy Speaker, Sir, mine is a supplementary question, if you may allow me. I know that the Assistant Minister, like his colleagues, Assistant Ministers, do not sit in the Cabinet. Therefore, he does not know. We have been told on a number of occasions that Assistant Ministers do not know what takes place in Cabinet meetings. view
  • 16 May 2012 in National Assembly: We know that the Cabinet sits every week. Is it in order - if I request through you, Mr. Deputy Speaker, that one of the Ministers like Mrs. Ngilu who is sitting here - and who sits in the Cabinet - can forward this matter to the Cabinet, so that we can know when the Ministry concerned will act in the collective manner and ensure that, that de- gazettement is done, so that those people can be resettled without further ado? That is because it is not right that Kenyan citizens should remain as victims, when the reason for such ... view
  • 16 May 2012 in National Assembly: Mr. Deputy Speaker, Sir, is it in order for one of the Ministers who sit in the Cabinet - and I can see she is very busy consulting--- She is not listening to me. Could she take up this matter in their next Cabinet meeting to ensure that this issue is addressed and the de-gazettement happens within the next week or so? view
