  • 7 Apr 2011 in National Assembly: Very well! Tuesday! Mr. Kimunya, please, let the Minister for Justice, National Cohesion and Constitutional Affairs know that the Ministerial Statement that was expected from him in relation to public complaints or the Ombudsman’s Commission; should be delivered on Tuesday, next week. It was due yesterday. No explanation was given. Since it was at my request, I cannot bring up the issue today. So, can he do it on Tuesday next week? Next Order! view

  • 7 Apr 2011 in National Assembly: On a point of information, Madam Temporary Deputy Speaker. Let me inform both these learned friends that hon. Karua was not pointing at hon. M. Kilonzo, but was pointing at where the people responsible; the peddlers of these threats camp and we know where they are today. view
  • 7 Apr 2011 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for the three minutes that you have given me. I would like to congratulate the Chair of the Constitutional Implementation Oversight Committee for very timously bringing the Report of CIC to this House for us to note and make comment. It is also important to commend them individually, in this regard. They are Charles Nyachae, Elizabeth Muli, Catherine Muma, Florence Omosa, Kamotho Waiganjo, Ibaya Laibuta, Ibrahim Ali, Philemon Mwaisaka and Peter Wanyande. They have done a great job and their role is chiefly to promote constitutionalism. view
  • 7 Apr 2011 in National Assembly: Madam Temporary Deputy Speaker, constitutionalism is the anti-thesis of impunity. Today is a great day for Kenya because of events taking place in London where we are challenging the colonial impunity by the Mau Mau Freedom Fighters who have brought a case for compensation for the wrongs and the torture and secondly for the events taking place at The Hague. What is taking place at The Hague is taking place in the context of the Kenyan law because the ICC is part and parcel of the Kenyan law. Let those who are going there get justice. We saw it this ... view
  • 6 Apr 2011 in National Assembly: Mr. Deputy Speaker, Sir, the Minister confirms that he is actually the one who directed the DC to do a report on this matter. Why was it necessary for him to give those directions if there was no problem at the Voi River? view
  • 6 Apr 2011 in National Assembly: Mr. Speaker, Sir, I heard the Minister say that this Question was smuggled back onto the Order Paper. My concern is whether a Question which is validly on the Order Paper could have been smuggled. view
  • 6 Apr 2011 in National Assembly: Mr. Deputy Speaker, Sir, I have an issue with regard to Mau Narok where there are issues remaining. Given the confirmation that these people were evicted from their homes; and conceding that there are homes where they were removed, why is it necessary to force them on another community and, therefore, create a crisis when you know the homes and the lands where they were evicted? You could ask them to return if, indeed, there is a genuine policy of resettlement! view
  • 6 Apr 2011 in National Assembly: Mr. Speaker, Sir, I do appreciate the Assistant Minister’s good intentions, but is she aware that Tharaka is not within the Meru County? We stopped all references to Ordinances way back in 1963. In fact, there are no such things as Ordinances in Kenya. There are Acts of Parliament. More importantly I come from Mariene. That is where I was born in Central Imenti Constituency of Meru Central District, and I am not aware of this iron ore the Assistant Minister is talking about. Would she be prepared to tell me where about in Mariene this is taking place? view
  • 6 Apr 2011 in National Assembly: Thank you, Mr. Speaker, Sir. I would like to thank the Deputy Prime Minister for that lengthy answer that concentrates mostly on KKV II. My intervention is with regard to KKV I. Due to the nature of the works that were given - the money went entirely into bush clearing - we refer to it as Kazi kwa Kichaka . In Meru Central, the Kazi kwa Kichaka youths who were employed have not yet been paid as we speak. This matter has been raised in this House. There have been assurances that payments will be effected through District Commissioners but ... view
