Mr. Speaker, Sir, this problem was envisaged by your Committee when we were making recommendations on the amendment of the Standing Orders. That is why we created positions for acting leaders so that they can answer Questions or lead Parliament in situations when the substantive Ministers are not there. That is both for Government and the Opposition. Have these provisions in the new Standing Orders been complied with so that we can know who is on duty today so that he or she can answer the Question and tell us where the Minister is?

It states that the Members nominated in accordance with paragraph (2) shall constitute the Government Panel. You will recall that when we were amending the Standing Orders, this provision was to take care of a situation such as this.
