Mwadime – I do not know whether that amendment can be done now – I would have suggested that this money goes straight to the communities rather than the Cabinet Secretary because when we take it to the Cabinet Secretary, we are bureaucratizing the disbursement and utilisation of the Fund. Most communities may not get anything as the money moves from Nairobi to the county, the sub-counties to the village level. Hon. Speaker, Sir, in my constituency, armed gangsters dressed in jungle uniform invaded the area residents in Nyanza Village, Kasiluni Location, Ngomeni Ward, Kyushu District, where I was to visit in the course of yesterday, Wednesday 13th November, 2013, according to the programme I had drawn and circulated beforehand. The attacks appear to be targeting me for unknown reasons. The residents have now fled the area due to fears of their own security; leaving their homes and farms unattended during this planting season. Hon. Thank you, hon. Temporary Deputy Speaker, Sir. First, I would like to empathize with my brother here because Mombasa has become a very insecure place. It started with Muslim preachers, now we have gone to Christian preachers. What we need to do as a nation is to actually deal with the root causes of those unfortunate incidents. of Africa. It has a secretariat. But we have not seen a concerted effort by the Government to recover those arms from those wrong hands. We have also seen a situation where, it is like we are going back to 1980s and 1990s where the police are reluctant to arrest suspected criminals. I believe I am not the exception.

I would basically ask my friend the Chairman of this Committee, what they are doing to make sure that the conflict; the unexplained and unaccounted for deaths that are happening in Mombasa and now spreading to Samburu and other parts of the country; what is the Government doing to make sure that those unexplained murders will not continue in our good Republic.
