That was developing what was called the “Conflict Early Warning System” for the Inter- Governmental Authority on Development (IGAD) region in the horn of Africa. If these four, five, six gentlemen and ladies met and disagreed and brought this matter to the House, we cannot do justice to the House by pretending that we are going to deliberate on this matter and come to any conclusion. view
