Thank you, Hon. Deputy Speaker. I also appreciate what Hon. Chairman has brought to us about relief food. What people are trying to say here is that relief food is being distributed, but the people meant to get it are not necessarily getting it. Many times, when you ask the public whether the Government distributes food, they say it does, but the vulnerable people do not get it. Hon. Deputy Speaker, I want to talk about Baringo where we have floods around the expansive Lake Baringo. We have people whose homes have been submerged and up to today, they have not received relief food. I have not seen the Cabinet Secretary for Devolution and Arid and Semi-Arid Lands go there. They have not received any assistance. We hear that food is being distributed, but those people have not received any attention. When we talk about walkways, again we ask ourselves, in a time like this when we have pandemic issues like COVID-19, what the Bill says about people walking, especially those who are suspected and those who are clean from areas affected by the virus. Through the medical knowledge that I have, the incubation period of a disease is specific to that disease. For this one, it is 14 days. Screening by public health officers at the airport just check temperatures which can rule out any other disease especially if the temperatures are not high. The question remains whether the person who came in today has this 0-14 day for the disease to erupt. For example, if the person contracted the disease yesterday, you are sure by today temperatures are not high and, therefore, the machine might not detect it. In the process, when they ...

Thank you, Hon. Speaker for giving me this chance. From where I am sitting, I sympathise with the farmers of this country. As much as I want to contribute or give relief to the tea farmers, I have reservations on this Bill. This country cannot afford to have a Bill for every crop that we plant. If today we have the Tea Board Bill, we will need the Maize Board Bill, the Millet Board Bill and the Onions Board Bill. That is not affordable in terms of economy.
