Mr. Speaker, Sir, the issue about Murang’a water is already with the Committee on Lands, Environment and Natural Resources. We summoned the Cabinet Secretary and he gave us his side of the story. We have to be careful about the direction we are taking, where people now want to have a say on resources such as water. If the Murang’a one goes through, then we should expect other counties to follow suit. We have Masinga Dam but the local community does not benefit from the water. Mr. Speaker, Sir, on the same Statement, this is an area where parts of this country have not benefited. It is better that we get a very clear understanding of what goes on at the Ministry of Education. This is because we hear of scholarships, but do not know how they are given. Unfortunately, some areas have not been benefiting at all.

Thank you, Mr. Speaker Sir. I support the Petitioners. We interacted with them when we visited the bypass. As Sen. Wambua has said, the cost of compensation is almost the same amount as the cost of the project. A Government borrows money to construct the road but it is the responsibility of the Government to resettle or to compensate the land owners. However, it is now assuming that the land owners will just stay like that and they are being asked to move out.

We have to make sure that Kenyans are not dispossessed because of a project. It is true that the road is important but the livelihood of those Kenyans is more important. When you bring the road, it is those people that you are trying to serve but if they are the ones that you are impoverishing, then that is the wrong way to go. We will take the Petition seriously so as to make sure that the Government promptly pays the affected persons before the project is started.

Thank you, Mr. Deputy Speaker, Sir, I would like to join the Senate Majority Leader in commending Eliud Kipchoge for breaking the world marathon record on 16th of September in Berlin 2018. Mr. Speaker, as it has been said by the other Members, Kenya is known internationally as a sporting nation but the sad thing is that all those athletes right from Independence have all been struggling on their own. from warring communities together to participate in sports. That shows it is a cohesion factor, we can use it that way but unfortunately we are so shortsighted. As leaders, we only get interested where we can make money as individuals and not where we can improve the welfare of these other Kenyans. That is why we need to invest in coming up with enabling environments for the sports sector and we also need to take care of our athletes---
