Madam Temporary Speaker, I support the adoption of the CPAIC report of the Senate on the Auditor General’s Report for Nakuru County for the FY 2013/2014. This is an old report and the Committee which handled it was the Committee for the first Senate. That is how far we are from doing a proper audit of what is happening. Things took place a long time ago, yet we are commenting on them now. That is serious, because we are not providing effective oversight if we are handling reports four or five years down the line. Thank you, Mr. Speaker, Sir. On behalf of the people of Marsabit County and on my own behalf, I send my sincere condolences to the affected families. From what I got from the news today, one family lost two school-going children who were not sick and who had gone for a trip. That is double tragedy for that particular family. As my colleagues have said, something has to be done about law enforcement. We do not lack laws; what we lack is enforcement, and it is high time that our police officers on the road got serious. For the last 50 years as Kenyans, we have had a centralised Government, where everything was decided from Nairobi. Thank you, Mr. Temporary Speaker, Sir. I thank Sen. Kasanga for coming up with this Motion because these are things that some of us have been trying to discuss with the Ministry of Transport and Infrastructure Development and relevant authorities, especially the Kenya Rural Roads Authority (KERRA). We have been urging them to take it upon themselves to develop the relevant standards. I think they will be more serious about it because it is now from the Senate. Thank you, Mr. Speaker, Sir. I would like to support this Petition. We know that the Constitution is very clear on how we come up with urban areas and cities. That is why we have the Urban Areas and Cities Act. However, we also know the Constitution stresses very much on public participation and that is why we do have devolution. Thank you, Mr. Speaker, Sir. I am a Member of the Senate Committee on Land, Environment and Natural Resources. I can remember we had this issue before us. It is serious because when these plans are approved, I am sure the relevant authorities are aware. Even if they are not aware, if it is WARMA, it has officers within that county and sub county level. Thank you, Mr. Deputy Speaker, Sir. I join my colleagues in commending Sen. Wako for coming up with this Bill. If you look at the Constitution of Kenya 2010, one of the main clear benefits we got, as country, is devolution. If you look at Article 174 on devolution, which is also quoted in this Bill, it states that one of the objects of devolution is:- “to give powers of self-governance to the people and enhance the participation of the people in the exercise of the powers of the State and in making decisions affecting them;” That is one reason ...

Thank you, Mr. Speaker, Sir. I thank Sen. Khaniri for this Statement, which I support. I join my colleagues in urging that we need to go a step further and have the Committee interrogate this issue. We know very well that health is an important right for all Kenyans. We also have two levels of government which are supposed to be cooperating, but the national Government seems to be making decisions for the county governments without consulting them.
