Madam Temporary Speaker. I would like to support this Bill, because, first, it is a constitutional requirement that in our own wisdom as Kenyans, we have put in our Constitution Article 71. This Article states that Parliament has to enact a law which gives the classes of transactions which should be subject to ratification concerning exploitation of natural resources. So, this is a requirement which we have to come up with. The most important thing here is ratification because before, things have been done without the knowledge of the public. Mr. Speaker, Sir. I would like you to be very clear on the Bills that were passed and taken to the National Assembly and vice versa . This is because there are Bills that were passed though they originated from there and others that originate from here and somebody sits on it and brings us a similar Bill.

Thank you, Madam Temporary Speaker. I would like to support an amendment to the Anti-Doping Bill which unfortunately, had to come back because of issues which are outside this Parliament. We are told it was to do with the drafters. As a country, we had cultivated an image of world champions, of world beaters like our neighbours the Ethiopians who we compete with. Mr. Temporary Speaker, Sir, may I bring to the attention of Sen. M. Kajwang that the pastoralists community covers more than 75 per cent of this country. It starts from Tanzania border stretching to the Ethiopian border, Uganda border and Somalia border. We have a national outlook.

Mr. Deputy Speaker, Sir, I will not go back to what my colleagues have asked on the issue of how these contributions are determined. However much has been contributed, these are public funds and we have expenditure items. I would like to know whether the expenditures are submitted to the public procurement requirements or the money is just spent by the CoG without following the public procurement requirements, yet these are public funds.

Mr. Speaker, Sir, I also sympathize with the sentiments of Sen. Murungi; more so because that is the nearest Level Five Hospital to my county where most of the patients from my county are normally referred to. Therefore, the idea that it is a county function to procure this equipment does not hold any water at this level because they have been procured. Mr. Deputy Speaker, Sir, I support this Motion that requires us to adopt the new CRA formula. Initially, the one we were using was done by the National Assembly. We have used it well. Last year we had a proposal from CRA which was not approved by the Senate. This is a better one in the sense that much as population is still the major consideration, but the basic equal share has been improved. Thank you Mr. Speaker, Sir. I had asked for two statements from the Chairman of the Finance, Budget and Commerce Committee. One was due last week and was on the Order Paper but it was withdrawn and I have not gotten a reply. So, I am enquiring about the position of my statements.
