Article 53 of the Constitution of Kenya clearly states that every child has a right to free and compulsory basic education. Since we are dealing with early childhood, the same Constitution, in Fourth Schedule, Part 2, Section 9, states that, that is the function of the county government.   • 25 Jun 2015 in Senate: Mr. Temporary Speaker, Sir, I do not see why the pre-primary or ECDE should not also be standardized, thus the need for this kind of a Bill where we have to set out clearly the requirements, so that can then be adopted across the counties, maybe with some specific modifications depending on the prevailing conditions in those counties. This Bill is very elaborate; clearly setting out the objectives in terms of establishing comprehensive ECDE system, infrastructure and quality of education.   • 26 May 2015 in Senate: Mr. Speaker, Sir, I would like to seek one clarification from the Vice-Chairperson. She said nothing was lost, but we know that when these trips are planned all those who go for the trip are given per diems or imprest. Is she saying that they have all surrendered? I also want her to substantiate because she said we lost nothing. People must have received imprests and hotels booked. Does it mean that they have surrendered the money? view

This kind of Petition shows that the public is aware of their responsibilities in making sure that the funds allocated to the counties are used in their best interest. Once they realize that things are not going in the right way, they have made the attempt of taking this issue up with the Ethics and Anti- Corruption Commission (EACC) which unfortunately is not meeting the expectations of the public.   • 21 May 2015 in Senate: Madam Temporary Speaker, Sir, first, I would like to pass my condolences to the families of those who have met their deaths in these kinds of situations. These are Kenyans who are supposed to be responsible and who must have been taught about the importance of human life and yet they are the ones taking lives of human beings. Madam Temporary Speaker, I stand to support the Motion with the amendments because I know the importance of wildlife to our economy.
