Mr. Speaker, Sir, these funds are supposed to assist the elderly who in most cases would not travel. We have been having a lot of problems at the county level. Wherever we go, the first question from the public is why these funds have to be issued at the Post Office only. In my case, I have the largest county in the country. Some centres are even 600 kilometers from the county headquarters where the post office is located. Yet an elderly person is supposed to travel that distance to collect the money. Thank you, Mr. Speaker, Sir, for giving me this opportunity. It is very sad when we have any Kenyan claiming that health is better off at the national Government. This is because in the last 50 years, in some parts of this country, there has been no health facility which has been constructed by the national Government. Mr. Speaker, Sir, initially, they were not even there. It is now that we are trying to attract them and we are facing that challenge. We are better off and we are working on that. I am sure the county governments are working around that to see how to attract, especially students to those remote areas. Anybody who is coming up with that suggestion---

Thank you, Mr. Speaker, Sir. I fully disagree with other leaders who come up with those kinds of suggestions. We need to know the reason behind it because I do not think it is somebody just thinking straight. It must be some other reason. Like it has been said, we had the Kenya Medical Supplies Authority (Amendment) Bill (Senate Bill No.9 of 2013) (KEMSA) in this House, which we rejected. We knew it would centralize services---

Thank you, Mr. Temporary Speaker, Sir, for giving me this opportunity to contribute to the National Government Coordination (Amendment) Bill (Senate Bill No. 30 of 2014) whose main amendment is the introduction of a village elder for every village unit which is actually an extension of Section 15 of the main Act which seeks to add an extra office or structure under the National Government Coordination structure which is already up to the sub-location level. Mr. Temporary Speaker, Sir, thank you for giving me this opportunity. I support this Bill with amendments by the Committee on Finance, Commerce and Budget. From the Bill, you can see that the Commission on Revenue Allocation (CRA) had proposed Kshs282 billion for the counties while we have the Division on Revenue Bill indicating Kshs258 billion. The CRA has been doing some good work but they should have come to us, we discuss and support them on this, so that they are not arm-twisted the way it is always done where their figures are always reduced. Thank you, Mr. Temporary Speaker, Sir. The National Drought Management Authority Bill (National Assembly Bill No.42 of 2013) talks of an authority which is supposed to be dealing with droughts management which basically applies to the ASAL areas. We have had many of these authorities; the Arid Lands Resource Management Programme (ALRMP), the Ministry of Northern Kenya and other Arid Lands.
