Thank you, Mr. Temporary Speaker, Sir. I would like to, first of all, congratulate Sen. (Dr.) Zani and the Members of the Ad hoc Committee who took the trouble of going round the world to see how other communities handle benefitting from the natural resources and came up with these well thought out Bill. Mr. Speaker, Sir, I would like to seek a clarification. The only national school in upper eastern has gone down completely. Why has the Government taken very long to address the issue? They have been declining even in national examinations. Why is it taking long to revive that kind of a school?

I would like to send my condolences to the relatives of the victims of various attacks in Mandera and parts of this country and also to empathize with the Senator for Mandera and the residents of Mandera for all they are going through. Thank you, Mr. Temporary Speaker, Sir, for giving me this opportunity to contribute to this important Bill. Fundraising is a very noble way of assisting the needy in this country. It is good that the Bill does not do away with harambees especially when it is coming from politicians who, as the Senator who has just spoken before me has said, have been held hostage by this system. Thank you, Mr. Speaker, Sir. From the list of the deceased persons, this is a security issue because all of them are either civilians or police reservists. This shows that the Government security presence in the area is very minimal. I would like the Chairperson to clarify what the Government is doing about the cause of the conflict, because we know that it is mainly a border issue. We are just addressing the results, but what is the Government doing about the cause of these county border disputes which are causing all these deaths?

Thank you, Mr. Deputy Speaker, Sir. I would like to congratulate Sen. (Prof.) Lonyangapuo for coming up with these amendments to the National Police Service Act. As him, I come from an area where that is the only known law; maintenance of the system that we have. With this kind of an improvement, where the KPRs are trained, uniformed and have some incentive in terms of remuneration, I think that people in those areas will have better security. Mr. Speaker, Sir, towards the end of the last Session, I had requested for two Statements from the Chairpersons of two Committees; the Standing Committee on Energy and the Standing Committee on Land and Natural Resources. I am still interested in getting the answers to those questions. I am seeking guidance on how I can get those Statements given, since this is now a new Session. Mr. Temporary Chairperson, Sir, the amendment which you have proposed to Clause 2, some of them may not be possible to meet like saying that a police reservist should be able to read and write. These are people who work within communities who are illiterate; 80 per cent illiteracy levels. They are actually taking this responsibility for their own security.
