Thank you, Madam Temporary Speaker. I would like to contribute to the Debate on this Bill. I would like to state, from the outset, that I oppose the Bill as it is. Basically, this is against the spirit of devolution and liberalization of the Kenyan market. The main object of this Bill is formation of a Fertiliser Board of Kenya which is supposed to control everything that has to do with fertiliser right from production, distribution, management of importation and distribution. Mr. Speaker, Sir, I would like to request for a Statement from the Chairperson of the Standing Committee on Land and Natural Resources concerning the incomplete Badasa Dam in Marsabit County which started in 2009. In the Statement, the Chairperson should address the following issues concerning the Badasa Dam:- (1) What is the implementation status of the project? (2) What was the contract sum of the project? Mr. Speaker, Sir, what we are hearing from Sen. Hassan is very serious. The direction we are taking is not good at all. We know that we have freedom of speech, but I am sure nobody has the freedom to incite others to take other people’s lives. Sen. Hassan has always been biased towards human rights. As a representative of his people, whenever anything happens, he has a right to defend them. He is always fair minded in the sense that; do what you are doing, but respect other people’s rights. Mr. Temporary Speaker, Sir, this is a serious issue because we have cases where the county assemblies are not operating like Isiolo County Assembly. I do not know how far this issue has gone. The last time we instructed the Committee on Devolved Government to sort out that issue within three weeks. However, to the best of my knowledge, we have not received any report to that effect. We are seeing serious issues coming up. It is better we handle this issue because as the Senate, we are supposed to protect county governments and make sure they take off. It ...
