Mr. Temporary Chairman Sir, my point of order is that, the particular amendment which the Senator is introducing is not part of this amendment to the Act. It is another clause within the parent Act that is not part of this amendment. Is it in order to amend another clause in the same Act which is not part of the amendment we are handling?

Thank you, Mr. Temporary Speaker, Sir, for giving me this opportunity to contribute and support this amendment to the Persons with Disabilities (Amendment) Act. The initial Act looks detailed and these kinds of amendments assist in making some parts of the Act to be actionable in the sense that the first part is on the Council reporting to the various institutions which do monitoring and oversight. Also, there are proposed amendments to Sections 11 and 13 which talk about the rights and privileges which also specifically set out what should be due to the persons with disabilities. Thank you, Mr. Temporary Speaker, Sir. I would like to thank the Mover of this Bill. This Bill will go a long way in enabling us to protect and serve the interests of the county governments. As it has already happened, Kenyans will always demand what is due to them from the county governments and the national Government. However, Government institutions have been insulated from some processes which if not controlled, will make it difficult for the Government to operate. There is no way we will have the county governments being an exception to this rule.

Mr. Speaker, Sir, I just want to follow up on what Sen. Haji has said. We even have cases where the TSC recruits teachers and posts them to these areas. However, after one year, they go back again. It is not easy to sort out the issue of shortage of teachers in those areas unless the Government targets the locals to train them as teachers.

Thank you, Mr. Temporary Speaker, Sir. As a Senate, we are supposed to represent and protect the interests of counties and their governments. That is what we have been doing, to come with the necessary legislations and to make sure that funds are available. If things are going wrong at the county assemblies, we should establish necessary legislation and ensure that resources are made available. However, if the counties we are supposed to protect are not moving in the right direction, as a Senate, we cannot sit down and continue putting in place enabling legislation when counties are not moving ...
