  • 2 Oct 2013 in Senate: Mr. Temporary Speaker, Sir, it is actually necessary to get it from those who committed the mistake with a view to making them learn and then others could learn from them. However, this process should be made very clear. Maybe the process is not very clear and that is why after his budget was altered, he thought there was no other The electronic version of the Senate Hansard Report is for information purposes only. • 1 Oct 2013 in Senate: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to contribute to this very important Motion on a very important sector in this country; the roads sector. We need to have this sector devolved. As you know, roads are better handled as close as possible near their point of control. I am surprised that, while the Constitution is very clear that some roads should be handled by the county governments, that seems not to be the case. The national Government still feels that it has work to do there. I thought that was the first function they should ... view
  • 24 Sep 2013 in Senate: Thank you, Madam Temporary Speaker, for giving me this opportunity to contribute to this Motion. Madam Temporary Speaker, first of all, on behalf of the residents of Marsabit County, I would like to convey my sincere condolences to the bereaved families. I also wish those who were injured a quick recovery. I would also like to commend Kenyans for the way they have come out in solidarity, starting with our leaders who came together despite their political differences, to hold the nation together. I would also like to commend our forces and the common wananchi who came out in all ... view
  • 19 Sep 2013 in Senate: Mr. Temporary Speaker, Sir, I would like to seek clarification on how these funds will be availed to the counties. This money comes from the National Government but of late we have seen a tendency of the National Government trying to use the National Assembly to do many things. We know there are two centres of Government. We also know that one arm centre can delegate the other one to do its core functions if it feels that that is the way it can be done properly. There is the tendency of the National Assembly Members coming in and doing ... view
  • 18 Sep 2013 in Senate: Thank you, Madam Temporary Speaker, for giving me this opportunity to contribute to this very important Motion. Madam Temporary Speaker, first, I would like to send my condolences to the residents of Marsabit County who lost their loved ones during the current clashes in Moyale. I also urge the national Government to take the security of Kenyans seriously and make sure that things are brought under control. The Government should ensure that people are brought together in a manner that they can co-exist and understand each other. Madam Temporary Speaker, the Motion urges the Government to come up with a ... view
  • 17 Sep 2013 in Senate: Thank you, Madam Temporary Speaker. First, I would like to thank the Mover of the Motion because this is one of the basic requirements for planning. Madam Temporary Speaker, also, I stand to second the Mover of the amendment to the Motion, because I think that it just makes the Motion clear. This is because we are directing it at the recognized entity, which is the county government, instead of the council of governors. Also, we are requiring them to be reporting, at least, to the Senate, so that we can have that connection. Madam Temporary Speaker, as we know, ... view
  • 25 Jul 2013 in Senate: On a point of order, Mr. Deputy Speaker, Sir. I had sought a Statement two weeks ago and the Chair of the Committee on Finance was supposed to deliver it today. view

  • 18 Jul 2013 in Senate: Thank you, Madam Temporary Speaker, for giving me this opportunity to contribute to this important Bill. This is a very important Bill. It is the first one which will get our counties moving and it is also the first Bill we are discussing here. Therefore, it is very important for us. It is also the first County Allocation of Revenue Bill we are doing, so it matters how we take off on this Bill. Madam Temporary Speaker, Clause 6 of this Bill talks about it being based on functions which have been gazetted or which the Transitional Authority has transferred ... view
