I have quite a lot to say about this, but I want to summarise it in two minutes. This Bill is long overdue. If implemented, it is going to ensure inter-operability of the foundational and functional systems in Government. Foundational systems are basically general registration systems for identity cards, birth certificates, death certificates and even refugee registration. This scenario calls for an opportunity for us to create the relevant law that will reengineer the political party system in this country. If we allow things to go the way they are going, we may end up having a House full of independents and political parties will die.   • 6 Apr 2022 in National Assembly: Thank you, Hon. Speaker, for this opportunity. The Petition seeks to safeguard the life and interests of homecoming Kenyans from the diaspora. I think when the Committee retreats to digest this matter, they need to get experiences from other countries which have done similar projects. For example, I know that Ghana had a programme where Ghanaians who were abroad were allowed to come back. The programme was incentive- driven, and it even attracted African Americans who traced their roots to Ghana. This attracted expert entry to the economy of Ghana, and had a lot of economic benefits. For example, we have the Computer Misuse and Cybercrimes Act. I know that some of its aspects have been challenged in court. However, there are other aspects which are not challenged in court, but they are not implemented because the profession is not regulated.   • 30 Mar 2022 in National Assembly: A number of concerns were raised, which the Committee has addressed. The first concern was that this Bill will lock out so many people in the sector. I want to report that with the assistance of the Committee, we have amendments that will address that issue. For example, we have youth who have no formal education or, maybe, they have gone up to Form IV, but they have come up with an innovation.
