  • 30 Mar 2022 in National Assembly: There was also the issue of barriers of entry to ICT practitioners. That has been addressed through amendments. Even our youth who have no high qualifications but are innovative will be integrated as practitioners. That, in itself, will ensure that whatever innovation that our youth will come up with will not be stolen. We have many cases of intellectual property theft by multi- national companies in this country. Our youth come up with solutions which are taken away and they do not benefit. The country does not benefit also. view
  • 30 Mar 2022 in National Assembly: There was also the issue of whether to create an environment for voluntary registration as an ICT practitioner. The Committee has an amendment to that effect. We will not make it mandatory. We will open it up so that members can decide whether they want to join or not. view

If this Bill becomes law – and I am confident that it will become law – it will revolutionalise our digital systems in this country. It will remove the chaos that haven been there in the ICT sector. It will ensure that we have uniform training at all levels – certificate, diploma and degree – and we will have immense benefit from the ICT sector. view
  • 30 Mar 2022 in National Assembly: My heart bleeds when I hear that we lose up to Kshs21 billion every year in our banks as a result of cybercrime, and no one is taken to court. When they are taken to court, the litigants lose the case because there is no legal framework to manage the conduct of ICT professionals.   • 30 Mar 2022 in National Assembly: Therefore, I ask the Members to support this Bill at the Committee of the Whole House. The Committee will propose amendments which will enrich it. When the Bill will be passed by this House, I hope that the President will assent to it. The ICT professionals and the country will then benefit from their sweat and ICT investment. view

I thought the matter raised was quite substantial. I was wondering why, even though we have limitation, as pointed out by Dr. Oundo, in terms of Cabinet Secretaries not sitting in this House; Committees have an obligation when a matter is of national importance like this one, to invite the Cabinet Secretary to come and respond to the issue before the answer is brought to the Floor of this House. Even though they have tabled the Statement, they need to look into this matter seriously and possibly give the House a Report on the same. This should apply to many other cases where Members have brought Statements here but there are no sufficient answers given by respective Cabinet Secretaries. view
