  • 28 Nov 2019 in National Assembly: Chair, mine was just to seek clarification from the Chair on the board and the authority. If you look at the amendment in Clauses 7 and 8, it introduces authority in place of commission; and then 8 introduces the board in place of a commission. When they are used in the same manner, it is a bit confusing. Maybe the Chair can clarify that. view

Temporary Deputy Chairman, I do not have any specific information, but you remember when we passed the Mining Act here, it gave the mining body the authority to make regulations and issue licences on all minerals. That is why I am asking whether it has any conflict because we are talking about uranium, thorium or any radioactive elements. Those are minerals. So, I just wanted clarity or maybe for the House to note if there is any conflict with another Act, in this case the Mining Act. view

Temporary Deputy Chairlady, this amendment on Clause 79(b) seeks to amend what is in the parent Act that says the activity discharged is confirmed to be below the clearance level, but this amendment goes further to say that radioactivity clearance level will be prescribed by the Authority. First, I want to commend the Departmental Committee on Sports, Culture and Tourism for this very good work. If all committees work like this, this will be a wonderful House. As Hon. Shamalla said, they have really done a good job. There is extensive public participation and even its content is quite wide. view

There are some inconsistencies in this Bill, especially if you look at it from the context of other legislations that we passed in this House. For example, this Bill talks very little about other legislations that are affected by some of these provisions, for example, the Sports Act. It talks a lot about national lottery. We will require harmonising some of the provisions in this Bill with other legislations, particularly the Sports Act on formation of a national lottery.
