Hon. Temporary Deputy Speaker, I am also concerned about the AFA arrangement. This House came up with the AFA Act and subsequently came up with the Crops Act. However, the AFA Act has not helped this country. Centralised management of crops was geared towards promoting efficiency, but it has led to more inefficiency, confusion and corruption. The other thing I have noticed in my county is corruption at the tea buying centres. Farmers take their tea there, something happens on the weighing scale and some of the weight is given to other farmers after corrupting the clerks. You find a farmer who is doing so well getting less bonus. These are issues that we need to look at. Thank you, Hon. Speaker, for the opportunity. On my own behalf and that of my family, I wish to pass my sincere condolences to the family of the late Mzee Moi. Moi, alongside his colleagues in Kenya African Democratic Union (KADU), namely, Masinde Muliro and Ronald Ngala, were the initial vision-carriers of devolution in this country. We know the spirit of devolution is largely undone. So, Moi’s death gives us an opportunity to reflect on the vision he had for devolution in this country. Rest in peace President Moi.

First, I would start by congratulating the Committee that is led by the able Chair, Hon. Opiyo Wandayi. They have worked very hard. Once we have passed this particular Report, it will mean that we only need one report, namely, the one for 2017/2018 and we will be up to date as Parliament. Parliament to play its role very well in matters of budget oversight. This way, I am sure we will address some of the challenges noted in this Report. Lastly is an issue of un-surrendered or unaccounted imprest, which amounts to over Kshs518 million. This is not small money. The Committee has recommended that ministries must take this seriously. As the Vice-Chair of the Committee on Implementation, I want to support my Chair. We will look at this Report and ensure the recommendations approved by Public Accounts Committee are implemented. Thank you, Hon. Speaker. In the same vein, I had also requested for a statement just before we went for the last recess from the Departmental Committee on Lands. The last time I spoke to the Chairperson, she said that the matter has been oscillating between security and the Ministry of Lands and Physical Planning. Hon. Speaker, we will go for the long recess next week and yet this matter is very urgent. So, I would like to know the status and direction from you on what needs to be done.

Hon. Temporary Deputy Chairman, the Chair of the Committee needs to elaborate further. First, if you count members of the board, you will find that they are 11. That exceeds the Mwongozo Guidelines. Second, according to international best practice, bodies dealing with matters of nuclear are usually lean. So, he needs to explain to the House the basis of 11 members in view of Mwongozo Guidelines and international best practices.
