It seems to be repeating Clause 10, which talks about promoting representation in Parliament and in county assemblies of special interest groups through civic education, capacity building, facilitating party candidates in campaign and publicity. Media coverage is part of publicity. It is repetitive. It has already been covered under Clause 10. view

It is going to be discriminatory and yet this Bill is supposed to remove that discrimination under Article 100 of the Constitution. view

  • 5 Mar 2020 in National Assembly: First, I appreciate this system of handling omnibus amendments as opposed to what we are used to - the Statutes Laws (Miscellaneous Amendments) Act which sometimes contains so many amendments to unconnected laws and gives us a lot of problems. When we put together amendments of a similar nature, it becomes very easy. So, I commend the Government for that approach. view

This is long overdue. It is something we have been wishing to have especially some of us who work in the IT sector. We have been pushing for this electronic signature. view

You can see the amendment is proposing to amend the definition of “signature” to include two aspects: electronic signature and advanced electronic signature. Those are two different things. An electronic signature is like the hand written signature that you can sign and scan on a document and use electronically. An advanced electronic signature is a digital signature which is something else.   • 5 Mar 2020 in National Assembly: You have heard the CS, ICT, talking about the Government wanting to implement block chain technology, artificial intelligence and e-government in our system. This Bill will play a big role in helping the Government achieve some of those very good technologies. In brief, I think this is the way to go but, I am concerned that we have to deal with the half measures I have referred to so that this can work.
