I know at the moment the Departmental Committee on Communication, Information and Innovation is looking at the Data Protection Bill. Some aspects of the Data Protection Bill have to take into cognisance management of data around digital market. The digital market is such an important issue and cannot in the long term be handled through regulations. We need a substantive law moving forward. Temporary Deputy Speaker, I think the Wednesday morning Sittings are very important, especially when it comes to Motions or Bills that are sponsored by Private Members. We are concerned that if we start this trend of people being absent when they are supposed to be present in the House to move their Motions or Bills, I think we will not be setting a good precedent on this matter.   • 25 Sep 2019 in National Assembly: Hon. Temporary Deputy Chairman, I am in agreement with the Committee that a trainee can be become a member of a professional body. That is the global best practice. Even with engineers in Kenya, it is now a requirement that student engineers belong to the Institute of Engineers of Kenya. That is the practice. I am aware that even the association of professionals in East Africa has issued a requirement that every professional should belong to some professional body. This is quite in order. view
  • 25 Sep 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for the opportunity to also raise my voice on this Sessional Paper. From the outset, I want to support it because it clearly identifies the challenges we are facing in the education sector. But I have some reservations because some of the solutions suggested in this Sessional Paper are not adequate to address the challenges identified. They are not very practical and it is not clear how the Government intends to implement the solutions to those challenges. view
  • 25 Sep 2019 in National Assembly: The Paper has clearly identified that there has been improvement in enrolment at all levels from pre-primary, university and technical and vocational education and training (TVET) centres. But there are challenges of capacity, access, quality, sustainability and provision of infrastructure. I am not convinced by the proposed solutions the Government has given in the Sessional Paper. Nowadays, you meet someone you were schooling with and scored a D in Form Four, after sometime, you hear he is a Doctor of Philosophy (PhD) holder. He is called Dr. So and So. How is this possible?   • 25 Sep 2019 in National Assembly: possible to have a Master’s class with 200 or 300 students sitting in one lecture room and expect to get the best quality. I think we need to look at this issue. Also on university education, we must look at the requirement for university education for one to do some things. For example, one has to have university education to become a governor or Member of Parliament.   • 11 Sep 2019 in National Assembly: the Banking Act. The judgement said that this particular section is unconstitutional and discriminatory. The amendment by Hon. Jude Njomo is timely. It is a perfect amendment Bill to resolve the issue of interest capping. We should be aware that Parliament has been given 12 months to make the amendments and have the law in place before 14th March 2020, which is not very far from now. This amendment Bill will actually deal with the problem of what some Members have called abnormal profits. In my case, „abnormal profits‟ is an understatement.
