The Government‟s appetite for borrowing is an issue Parliament must deal with. The Kibaki regime did very well in managing Government borrowing. But we are now seeing an upsurge of Government‟s appetite for borrowing. This is where the problem starts and it is the very reason we need to put in place interest rate capping. This is a very timely Bill. One thing the banks in Kenya should do is to reform. We have many banks in the country. I think we have more than 47 banks in the country. It is high time the Central Bank Kenya introduced reforms so that small banks merge with big banks so that we have few banks. This has happened before. This Protocol is very important because it will further enhance aviation security which is a very important issue especially for airlines, passengers, governments and business people all over the world.

This Protocol talks about unruly passengers. Cases of unruly passengers are on the increase and according to statistics, majority are those that are intoxicated with alcohol. Hon. Speaker as you are aware, some airlines have no limit on the amount of alcohol that is sold to passengers on flight and even in the restaurants at the airport. I think one of the things that stakeholders in the industry need to engage in is whether they should have alcohol at all on airlines.

As you are aware, smoking is not allowed on airlines but alcohol is allowed. There is no limit and in most cases you find that we have passengers who are highly intoxicated because of alcohol. There is also no proper screening of passengers who are drunk. You find someone getting into an aeroplane heavily drunk and causing a lot of trouble in the flight. Hon Temporary Deputy Speaker, I want to comment on one issue which was recently reported in our newspapers about the luggage scandal at Kenya Airways involving staff where they clear luggage after receiving some compensation from some passengers. This can be a serious issue of security because that means that the weight limit is not controlled and, therefore, you end up having overloaded flight which can cause an accident any time.
