  • 26 Jun 2019 in National Assembly: I know of a parliamentary jurisdiction with a committee on petitions. So, when amending the Standing Orders, we need to possibly consider having a committee on petitions. Members cannot come up with petitions and then they lapse because committees have not handled them. Secondly, the Hon. Member has raised a common problem in most homesteads in Vihiga because of the pressure of land. Families are big and land sizes are small. So, we expect to have some challenges on matters of land. I know at one point the Judiciary said they will promote traditional dispute resolution mechanisms, so that some ... view
  • 20 Jun 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for the opportunity to also add my voice in support of this Bill. This Bill is very timely. As you are aware, we already have an institution that is involved in matters nuclear energy, namely, the Nuclear Power and Energy Agency, which is established under the Energy Act. This agency has been carrying out research, development, innovation and capacity building on matters of nuclear energy. Now we have a regulator who will regulate the whole cycle of nuclear energy production including safeguards, security, physical protection of nuclear facilities, nuclear equipment, technology and how they ... view
  • 20 Jun 2019 in National Assembly: The second reservation is that this regulatory body is domiciled in the Ministry of Interior and Coordination of National Government. If you look at the composition of the people who will sit on the Commission, they are rightly security-oriented individuals. We will be sending a wrong signal to the international community if we structure the Commission in that manner. The reason we want to go nuclear is because we are looking for nuclear energy. That is another issue that we need to consider. The other reason is that there is a tendency nowadays to place a lot of critical functions ... view
  • 20 Jun 2019 in National Assembly: Otherwise, this is a step forward which we need to encourage. However, we need to be clear in our thinking. If the objective is to get more energy, we can get it through green energy because we have a lot of resources for green energy like geothermal energy. I support nuclear energy because as Hon. Nyikal has said, it is cheap and reliable. However, it is expensive to set up a nuclear energy plant and it takes a long time to have it. Decommissioning a nuclear energy plant is also very expensive. So, as a country, we have to decide ... view
  • 20 Jun 2019 in National Assembly: research they have done. Have they even partnered with universities on nuclear energy research? They have not. What are they doing in matters of capacity building in nuclear energy? This Bill is a step forward, which I support with the reservations I have given. view

  • 19 Jun 2019 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I rise to support this. I would like to make a few comments. First, I commend the Budget and Appropriations Committee for considering it fit to increase the allocation by Kshs500 million and Kshs300 million in the Supplementary Budget. We must thank them for that. As you know, the Political Parties Act is very clear on how much should be allocated to political parties under the Office of the Registrar of Political Parties. As Parliament, we have not adhered to the law. With this small gesture, maybe in the Supplementary Budget, we will try ... view
  • 18 Jun 2019 in National Assembly: Thank you, Hon. Temporary Chairman for the opportunity to contribute to this. I am also a Member of the Departmental Committee on Communication, Information and Innovation. A substantial amount of this Budget is going towards the development at Konza City. This is a major milestone in ICT development. We are The electronic version of the Official Hansard Report is for information purposes only.
