  • 20 Feb 2019 in National Assembly: The last point I want to put across is that we need direction from you. For example, if a Committee on Implementation is investigating a matter, is it right for the implementation agency or the people who have appeared before that Committee to circumvent the work of the Committee by bringing changes to the same law which the Committee is looking through? I will suggest amendments. If we were looking for money from this Fund, we did not need to overhaul the entire funding mechanism of the Act. We needed to say that we are giving sports 35 per cent ... view
  • 20 Feb 2019 in National Assembly: Lastly, the other ambiguity is on how this 35 per cent on promotion and development of sports will be spent. We need to detail how it will be distributed. We have issues with how the sports federations are funded and national teams participating in international competitions. For example, Harambee Stars will participate in the Africa Cup of Nations. How will it be funded? There are issues of establishment of sports academies. This House passed a resolution to have sports academies in 290 constituencies. There are issues of sports infrastructure, research and funding of sports clubs. The Committee needs to do ... view

  • 14 Feb 2019 in National Assembly: Thank you, Hon. Speaker. I wish to ask Question No.007/2019 and is directed to the Attorney General: (a) Could the Attorney General provide the latest update on undisclosed funds held in foreign bank accounts outside Kenya; including in Switzerland, Japan and the United Kingdom, and the details of the accounts, the principal amounts held and interest earned? (b) In view of the numerous past undertakings made by various Government agencies regarding recovery, when will the Attorney General publish the names of persons with undisclosed and illicit money held in foreign bank accounts? (c)What is the progress of the tax amnesty ... view
  • 18 Dec 2018 in National Assembly: Thank you, Hon. Deputy Speaker for giving me the opportunity to contribute to this Motion. At the outset, I rise to support the Motion on the appointment of Maj. (Rtd) Twalib Abdallah Mbarak as the Chief Executive Officer of the Ethics and Anti-Corruption Commission (EACC). EACC is a very important institution in the fight against corruption but, lately, we have observed that EACC operational framework is receding at an alarming rate. In fact, the Directorate of Criminal Investigation (DCI) and Mr. Haji are doing a better job than EACC. We, therefore, hope that with this appointment, we are going to ... view
  • 18 Dec 2018 in National Assembly: Secondly, we want the new CEO to deal with cartels that have held EACC captive for a long time. Those cartels are there. That is why we have had changes in the EACC all the time because the cartels have been involved in ensuring that EACC is not functional. We hope that Mr. Twalib will help us in dealing with the inefficiencies at EACC. Most importantly, the fight against corruption should not be sentimental because we know that in 2012, during the Grand Coalition Government, the then Attorney-General, Prof. Githu Muigai, wrote a letter to the World Bank requesting them ... view
  • 6 Dec 2018 in National Assembly: Hon. Speaker, I rise to ask the Cabinet Secretary for Interior and Coordination of National Government the following Question: a) Is the Cabinet Secretary aware that on 23rd June 2018, Mrs. Anne Omoche, a nurse at Emuhaya Sub County Hospital, was unlawfully arrested, assaulted and detained at Luanda Police Station? b) What mechanisms has the Ministry put in place to ensure safety of health personnel on night duty, and patients in health facilities at night? c) Are there plans by the Ministry to compensate Mrs. Anne Omoche for the unlawful arrest and injuries suffered? view
  • 5 Dec 2018 in National Assembly: Thank you, Hon. Deputy Speaker for the opportunity to contribute to this very important Motion which is to ratify the East African Community Protocol on ICT. This Protocol is very important towards the realization of the East African Community goals because it is going to promote the availability, affordability and the quality of ICT services within the community. It is also going to help the member states in the community to cooperate on matters of establishment, management and sharing of infrastructure. The issue of sharing of infrastructure is key not only to the EAC but to this country. We want ... view
