You will have to add me more time. Modern day HR requires focus on soft issues affecting people. In the police force, there is no work-life balance for police officers. That is why we have increasing cases of murder, suicide and even laxity. This weekend, we had five people murdered at Kilingili Market, which is 200 metres away from a police station. No policeman went out to rescue the victims. I am happy Hon. Omboko Milemba has walked into the Chamber. He is the Member of that area. He raised a Question on the matter this morning. I hope the incoming commission will be serious in addressing issues affecting police officers. All that the outgoing commissioners managed to do was to earn salaries for themselves. They have gone. We have not seen any tangible thing that they did to improve the welfare of police officers.

The commission is supposed to be independent, but the outgoing one was not. They have been directed by the Executive on what to do, including appointments. So, we expect the incoming commission to deal with issues that affect policemen. I hope they will make the commission really independent.

Sorry, Hon. Temporary Deputy Speaker. This Motion is very progressive as the other speakers have said. It is going to open opportunities for Members to play their rightful role of law making. The work of lawmakers is to make laws. As you know, it has been very difficult to push through a Private Members’ Bill. We have over 80 Private Members’ Bills that are pending. Only 30 have gone through the Budget and Appropriations Committee. We still have many others still on the way. I think the decision of the House Business Committee was very innovative but I think we ...
