I am raising this because this is a House of order; this House passes laws, which it must respect. Also, the court made a ruling on this matter, which we must respect as a House.

I was looking at Clause 23 of the Bill and the amendments proposed by the Chair of the Departmental Committee on Communication, Information and Innovation are making an improvement to this section. However, the other amendments seem to lose meaning of this clause. For example, the issue of complexity of technology in Clause 23(3) has been left out. Thank you, Hon. Temporary Deputy Chairman. What I wanted to say is what you have just said. That amendment contradicts the amendment we have just endorsed on Clause 23. Whereas Clause 23 talks about a search warrant, Clause 24 talks of “without a search warrant” which clearly contradicts each other.

Thank you, Hon. Temporary Deputy Chairman. Looking at this Bill, the Central Authority is in reference to mutual legal assistance which is basically a function under the Office of the Attorney-General, which does not have prosecution powers. The Committee thought this particular issue of prosecution should be removed so that only investigations are done.

Temporary Deputy Chairman, the Departmental Committee on Communication, Information and Innovation had made some recommendations on this area, but I stand to oppose some parts of this amendment, especially Clause 3B (2), that says: The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor.
