Considering that sports is very important for our youth, I would like the Chair of the Budget and Appropriations Committee to give more details about the capital figure of Kshs675,000,000 which is allocated to State Department for Sports Development. That amount seems to be too little for sports development. So, we would like to get more details about what is contained in that Kshs675,000,000. view

• 13 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman for giving me the opportunity. I rise to oppose this. I concur with what the fellow Hon. Member has said. It is contradictory to deduct money from this Vote and take it to defence and yet, we have been told that manufacturing, which is basically industrialisation, is one of the Big Four Agenda. We have removed Kshs3.4 billion from industrialisation to defence. We need an explanation on that one. • 13 Jun 2018 in National Assembly: They have also reduced the allocation to standards and business incubation. If we want to industrialise the country, we must invest in incubation and start-ups. That is the trend globally. We cannot keep talking about the Big Four Agenda and, specifically manufacturing, if we do not invest in start-ups and in business incubation. It is contradictory of the Big Four Agenda of the Government. We would rather get money from NYS and put it on the Vote rather than deducting money from the Vote and take it to defence. view

This particular allocation is not in compliance with the Political Parties Act which says that allocation to the Political Parties Fund is supposed to be 0.3 per cent of the revenue collected and as may be provided by Parliament. This figure here is far much below the figure that is supposed to be allocated. If you compute 0.3 per cent of the revenue it is supposed to come to Kshs2.7 billion. This issue has been taken to court by one of the political parties and a ruling was made that proper allocation be made. ... view

He wrote to the Speaker seeking a statement and the Speaker has this afternoon approved a statement which will be given tomorrow afternoon.
