Thank you Hon. Temporary Deputy Speaker, for this opportunity to contribute to this very important Motion. Cancer is a big challenge not only to this country but globally. As my colleague has said, cancer is one of the leading killers globally. In fact, it is the leading killer if you compare it to HIV.

Thank you, Hon. Temporary Deputy Speaker. I was saying cancer kills more people than TB, HIV and Malaria combined. This is a big challenge to us as leaders in this country and as policy and law makers. One of the challenges we have in this country is that we come up with very good laws and policies but we are unable to implement them. The other day, we called the Cabinet Secretary in the Ministry of Industrialization to come and explain to us why the Steel Metal Act has not been implemented. This is a problem in the Government. Most Bills and Motions that have been passed here have not been implemented. What is contained in this Act and particularly the National Cancer Control Strategy 2012-2017, is very ambitious. mechanism on capacity building. That can be handled through the multi-agency organ that I have referred to. The fifth important benchmark is co-operation. This Bill talks about co-operation at the international level. We also have co-operation of the private sector and public partnership. That is one area over which we will be making recommendations for amendments. That is to make this Bill more enforceable. We have prepared a set of additional amendments which will be tabled.

Thank you, Hon. Speaker for that appreciation. Together with my colleagues whom we travelled with to Geneva, we will introduce further amendments to improve this Bill. As I said, one important improvement is how to enforce and administer this Bill. Our suggestion is to have a multi-agency organ that will help us to do that. If you look at Standing Order No. 181, it talks about delegated powers. This Bill seems to be putting all the powers on the Cabinet Secretary, Ministry of Information, Communication and Technology (ICT). Sorry, I thought I was commenting on the main Motion. I was looking at the Report and I thought there is nothing tangible in the recommendations that have been put forward. I sit on the Committee on Implementation as the vice-chair and one of the challenges we are facing is that some of the reports do not have tangible recommendations that we can follow up.
