In the Statement, the Chairperson should state:- 1. Why the Government has delayed to release free primary and secondary funds meant for learners with disabilities. 2. When funds for learners with disabilities will be released in full and on time. 3. What measures have been put in place to ensure that in future, the release of the said funds is not delayed. view

As we wait for the ECDE Bill, I would like the Committee to look into the issues of accessibility of ECDE centres that are being developed by county governments. Secondly, they should look into the employment of special ECDE teachers. When county governments employ ECD teachers, they should also employ special needs ECD teachers. Orengo stated, we, as a country, need prayers. The strength of women in prayers is very strong and we can see from the sisters who have visited us.   • 25 Feb 2016 in Senate: Madam Temporary Speaker, I beg to move:- THAT, the Persons with Disabilities (Amendment) Bill, (Senate Bill No.13 of 2015) be now read a Second Time. The principal object of this Bill is to amend the Persons with Disabilities Act No.14 of 2013 with a view to provide for the obligations of national and county governments in ensuring the well-being of persons with disabilities. Article 54(1) of the Constitution provides for the rights of persons with disabilities, including the right to access social amenities and the right to be treated with dignity and respect. This is a timely Bill because the country is facing a lot of food shortage. We have a lot of problems as far as nutrition is concerned simply because we depend on imported food. Farmers are facing a lot of challenges in terms of transportation, pricing and storage of their farm produce.
