are not aware of the medical implications of being tested with new medicine. We have had a case in Kenya where an organisation was using Kenyan children as guinea pigs for testing HIV/AIDS medicine. Even in the United Kingdom, recently, some people died and others had to be taken to hospital because of being tested on medicine which had not been approved. What system has the Government put in place to ensure that our people are protected and that they are not used as guinea pigs?

Mr. Speaker, Sir, I want to declare my interest on this matter because this is ancestral land, which belongs to my great grandfathers. Even the hon. Minister knows this because he comes from that area. The said Mr. Surnjit Singh and Malkiat Singh were given this factory to run by the Government. They used the opportunity to run down the factory through fictitious debts so that they could grab this land. Mr. Surnjit Singh operates from Bungoma and Kisumu. Mr. Speaker, Sir, does the Assistant Minister agree with me that, that is public knowledge to every Kenyan? It has been covered by every newspaper in this country with photographs to boot and yet, the Assistant Minister comes to this House and denies. Is that not evil? Is it not like the snake that is spoken of in the Bible?

On a point of order, Mr. Speaker, Sir. Is it really in order for a Government Assistant Minister to sit on the Opposition benches and speak from there? Has Mr. Wanjala not defected to the Opposition side in that case?

Later on, the Vice-President and Minister for Home Affairs told this House that he was misled and read a statement which had been prepared by a civil servant. I have already referred to this matter under Standing Order No.76 which reads: "A Member shall be responsible for the accuracy of any facts which he alleges to be true and may be required to substantiate any such facts or to withdraw his allegation.
