  • 2 May 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is the hon. Attorney-General in order to postulate before this hon. House that Section 77 would shift the burden of proof on the accused person when actually it should be able to address the question of fair trial? If it is a question of fair trial, it is not possible to ask the accused person to prove that he is not guilty! view

  • 2 May 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it has been ruled by the Chair that you do not need to substantiate the obvious. This incident happened at Continental House and it was public knowledge. view
  • 2 May 2006 in National Assembly: May 2, 2006 PARLIAMENTARY DEBATES 839 So, I do not think there is need to substantiate the matter. We cannot run away from facts which are obvious and if we have to be honourable at all, we must accept our mistakes. I think the hon. Member is right. view
  • 27 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, the Minister said very clearly that one of the safeguard measures put by COMESA is to preclude those countries that do not produce sugar from exporting to other COMESA countries. The second measure was that no trans-shipment is allowed. It is common knowledge - and the Minister knows - that Egypt is not a producer of sugar. Yet, it exports sugar to Kenya. Is he right? Could the Minister accept that he does not need any official explanation from anybody because he has been given enough powers by the Government to stop sugar exports to Kenya? ... view
  • 27 Apr 2006 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir, I stand to seek your guidance! Is the word "servicing" parliamentary? view
  • 26 Apr 2006 in National Assembly: Mr. Speaker, Sir, I beg to give notice of the following Motion:- ADOPTION OF SELECT COMMITTEE REPORT ON THE DEATH OF DR. • 26 Apr 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. A lot of us actually support this Bill and we want to appeal that there prevails a sense of sobriety on the Floor of the House. Any hon. Member who is speaking is allowed to advance his or her argument. Other hon. Members will have the opportunity to rebut if they so wish. These people are spoiling this Bill for no reason. I would like to appeal to this House that we debate this matter sensibly. view
  • 25 Apr 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. With due respect to my friend, Dr. Kituyi, is he in order to discuss personalities rather than issues in the Supplementary Estimates? view
