On a point of order, Mr. Speaker, Sir. On the same matter, I would like to seek further clarification from the Minister whether he is aware that there was a court ruling on the same issue of about Kshs50 million. What does he intend to do to ensure that these Kenyans, who have been sleeping in the rain and in the sun throughout the week, like hon. Yakub has said, are paid in time?

Naibu Spika, baada ya kutadhmini kwa kina jawabu la Waziri Msaidizi, ningependa kumuuliza, ni mikakati gani imewekwa kuhakikisha kwamba watoto hawa walio Wakenya hawaondolewi tu barabarani na kuwekwa vituoni, bali ni kuwawekwa mikakati kabambe ya kimaisha ili wakitoka katika vituo hivyo wawe wamejipanga kimaisha na kujimudu kama Wakenya wengine?

Mr. Speaker, Sir, recently, we had a power blackout in Mombasa that lasted about 48 hours; we are aware that many hotels have reported that they have incurred serious losses. Could the Assistant Minister inform this House what his Ministry is doing to ensure that they compensate for the losses that occur when power is interrupted? Things like televisions and refrigerators which do not have power guards are spoilt when there is power failure.

Mr. Speaker, Sir, I heard the Assistant Minister mention that they have now identified the location of the suspect. If it is true that he has information concerning whereabouts of the suspect, why has he not taken any action?

Tunashukuru Serikali kwa kupunguza ushuru unaotozwa mafuta ya taa na diseli. Ni mipango gani Serikali itaweka au tayari imeweka kuhakikisha wananchi wanafaidika kutokana na kuondolewa kwa ushuru huu? Je, kuna mpango wowote wa kuhakikisha matajiri walafi watapunguza bei ya bidhaa muhimu ili wananchi wetu wafaidike?

Mr. Speaker, Sir, in answering that Question, the Assistant Minister earlier stated that for the families who have lost a member while on duty, the Ministry has made their life comfortable. I would like him to explain to this House what he means by âcomfortableâ because we know that if, for example, a Member of this House - God forbid - if anything happens, the family gets Kshs10 million. What do you do for these families?

Mr. Speaker, Sir, I am aware that the company in Kishushe was licensed three years ago. She has given this House an estimation of 4.4 million tonnes. My question to the Assistant Minister is: Does 4.4 million tonnes sustain a heavy investment of setting up a mill? If not, given that Kishushe area is within Coast area and not so far from the port city of Mombasa, is she doing anything to encourage immediate export, so that the locals can benefit and the people who have been licensed can move on with their business?
